15th RUSSIAN ROGAINING CHAMPIONSHIP July 21-22, 2018, the Republic of Khakassia

Bulletin №1

    1. General Information.

Russian Rogaining Championship is held in 24-hour format. Competitions are held in accordance with the Russian rules for Rogaining. Competition “Krasnoyarsk Rogaining” is held in a shorted 6-hour format in parallel with the main event.

 

    2. Event centere, time and place of competitions.

Competitions are held in July 21-22, 2018 in the Republic of Khakassia, the tract Karchalik. Event centre will be located 100km from the city Abakan along the higway Krasnoyarsk-Abakan (the territory of the cafe “Sherdor”).

 

    3. Transport.

Event centre and the place of start of the competition are combined. The event centre will be located near the highway P-257 (Krasnoyarsk-Kyzyl), not far off the cafe “Sherdor”.

  • By plane to Krasnoyarsk. “Yemelyanovo» Airport 40km from Krasnoyarsk.

Then by transfer provided by organizers or by shuttle bus from the Intercity Bus Station Krasnoyarsk. Also by Intercity Bus can be arrived from the “Krasnoyarsk” Airport.

  • By plane to Abakan. Further by shuttle bus from the Intercity Bus Station Abakan (The transfer from Abakan will be formed only if necessary and a sufficient number of members of competitions arriving through Abakan).
  • By train to the railway station in the city center of Krasnoyarsk. Then by the transfer provided by organizers or by shuttle bus from the Intercity Bus Station Krasnoyarsk.
  • By train to the railway station in the city center of Abakan. Then by shuttle bus from the Intercity Bus Station Abakan (The transfer from Abakan will be formed only if necessary and a sufficient number of members of competitions arriving through Abakan).
  • By bus to the Intercity Bus Station of the city of Krasnoyarsk. Then by the transfer provided by organizers or by shuttle bus from the Intercity Bus Station Krasnoyarsk.
  • By bus to the Intercity Bus Station of the city of Abakan. Then by shuttle bus from the Intercity Bus Station Abakan (The transfer from Abakan will be formed only if necessary and a sufficient number of members of competitions arriving through Abakan).
  • By personal transport to the event centre.

 * The timetable of busses, the cost and forms for applications for the transfer will be published on May 20-31, also this information will be posted in Bulletin № 2. The transfer from Krasnoyarsk to the event centre will leave on July 20 from 10:00 - 12:00 a.m.

 

    4. Accommodation for competitors and accompanying persons.

 

  1. Camping in the event centre. Lighting fires is forbidden.
  2. Hotels and hostels in Abakan (The list will be published on May 21-31, also this information will be posted in Bulletin № 2).

 

    5. Terrain.

General information:

- the area of the competition area:

220-240 km2

-the supposed boundaries of the competition area:

The Republic of Khakassia, the tract Karchalik. The district is located 100 km from the Abakan, along the highway (Krasnoyarsk - Abakan). The competition map covers an area of 240 km2. The north-eastern part of the map goes to the Reservoir "Krasnoyarsk Sea". The map is crossed by the highway P-257 (Krasnoyarsk-Kyzyl).

Detailed description of the area of the proposed area:

- height above sea level:

Minimum height above sea level - 240 m.

The maximum height above sea level - 750 m.

- the level of terrain area:

The competitions are held in extremely rough terrain area.

- the maximum height difference is up to 450 meters on one hill;

- the hight difference between the highest and lowest points of the competition area is 510 meters.

-the forest coverage percentage:

The competition area is covered by forests for about 30 percent.

- water bodies:

In the competition area there are creeks, small swamps. There is also a dried up creeks and swamps that can be crossed. The north-eastern part of the map goes to the Reservoir "Krasnoyarsk Sea".

- prevailing species of trees:

Birch, pine, aspen, underbrush- aspen, bushes of raspberry and doge rose (patency is average).

-development of the road network:

Moderately developed road network.

- animal world:

Fox, hare, roe deer, deer, gopher.

-dangerous places:

- Road Р-257 (Krasnoyarsk - Kyzyl) crosses the map, dividing it into two parts. Special corridors (transitions) will be created for the duration of the competitions to cross the road.

 

    6. Competition map.

- scale: 1: 35 000.

- contours 10m

- the size of the map: A2 or 2 sheets of A3.

 For drawing are used maps: SAS planet, Googl Maps, maps of the General Staff.

The base for the map with contours 10m is being prepared by the Associate Professor of Technical Sciences, senior lecturer of the Department of Urban Development of SFU Lipovka A.Y. in the specialized program (More detailed information will be posted in Bulletin №2).

 

    7. Weather and climate.

At the time of event the average daily temperature is + 25 ° C, the average night temperature is +15 ° C. There is a chance of precipitation.

 

    8. Russian Rogaining Championship is held among the following classes:

Teams are awarded seats in all categories in which they enter in accordance with the gender and age of the team members.

The age of participants is determined by the competition start date (21 July 2018).

Participants take personal responsibility for their lives. Life and health of children is their trainers’ and team representatives’ responsibility. Participants under the age of 18 must provide written permission from their legal guardian with a copy of the passport (page with sample of sing) and show its on registration.

Each team must have at least one participant at the age of 18 years or older.

Each participant must have a medical insurance policy and show its on registration.

 

    9. Punching system.

SPORTIdent (SI) punching system will be used.

During the competition, each athlete must have an SI card. Participants can use their SI card (if they have high capacity - models SI-Card6, SI-Card10, SI-Card11), or rent from the organizers. Please, if you need to rent a SI card indicate this in the application!

To prevent division of team members and control the passage of all Control Points by each participant, the SI cards of each participant are fixed on the wrist with a special control wristband.

The wristband is made of stable material that doesn't stretch and can not be torn accidentally. Unintentional breaking of the wristband is unlikely, but we recommend to prevent its from accidental damage.

 

The wristband for each participant is given in the control packet at registration. Participants themselves make the fixing of SI card by a wristband.

Wrap and additionally strengthen the wristband with scotch tape or other means is forbidden! At the entrance to the starting area, and also after the finish, the judges will check the correctness of the SI card securing and the integrity of the wristband.

To mark the CP, the participant must insert the SI card into the hole in the station and wait for the station's sound and light signal, and then take the card out of the station.

The number of marks in the SI card is limited; participants should be punch on each CP only once, otherwise the memory of the cards for storing the marks may not be enough.

All participants of the same team must be marked on one CP in 2 minutes, otherwise points for this command will not be awarded. To do this, it is suggested that the participants who arrived at the СP wait for the members of the team, who is lagging behind, after that all team members can punch CP.

In the event of damage to the wristband or loss of the SI card, even by one participant, the entire team is disqualified and the result of the team is not credited.

Participants must carefully treat the SI cards, to protect them from loss. Penalty for SI cards loss is 2000 rub.

At the descent from the distance, please, return the leased SI cards to the organizers of the competition.

All the lost and not returned SI cards are entered into the search base, and these cards can’t be used in any competitions.

 

    10. Registration Procedure.

Before registering single participants and all the members of the team should carefully review the list of the risks associated with participation in Rogaining, measures for their prevention and actions in case of accidents, and then fill in the receipt of liability. For underage, the receipt is signed by adult coaches or team representatives who is responsible for them.

On the day of registration (July 20, 2018), with a completed receipt of liabity containing the team number, a check for payment of the entry fee for the whole team, a medical insurance policy for each team member. A team representative or participant (single formats) approaches the competition secretariat located in the Event center, for registering a team or participant (single formats) and receiving a start pack.

For registration on the day of the start (July 21, 2015), re-registration and change of the information about the team or participants, it is necessary to receive a special form in the competition secretariat located in the Event center and fill it. A team representative or participant (single formats) submits a receipt to the secretariat, shows a medical insurance policy for each team member.

* The application on the day of the beginning is possible only if there is a technical possibility of the organizers.

 

    11. Start and Finish Procedure.

The map will be given 2 hours before the start.

Before the start of all team members, with fixed SI cards and numbers, must go to the starting area for referee controlling.

Before entering the starting area all participants must reset SI cards and check them, and also provide to the referee an additional map with the route planning.

All participants of the teams entering the base camp during the competition must punch their SI card the station "entrance", when they come it and the station "exit" when exiting it.

All members of team must punch their SI card the finish station. Then SI cards will be removed and processed at administration.

The finish closes 30 minutes after the end of the control time. All teams or single players who finish later will be disqualified.

 

    12. Determination of winners and calculation of results.

The result of a team or a participant in personal formats is the sum of scores, which is awarded for a punch on the checkpoint.

The result of a team or a participant in personal formats is the amount of points awarded for a mark on the CP, provided that the rules of the competition and the additional conditions specified in the bulletin were observed.

For every open minute of delay, after the set control time, a team or a single participants is credited with 1 penalty point.

By a minute is meant the time interval from 0 to 59 seconds inclusive. Thus, the delay at 01:00 will be assessed in 2 penalty points.

The finish time of the team corresponds to the finish time of the last member of the team.

The places in the protocol are distributed according to the points scored.

 In the case of an equal number of points, the team that finished earlier is awarded a higher position.

Decisions on disputable situations and protests will be made by a special jury. The composition of the jury will be published later.

 

    13. Meals during the competitions.

The food station will be organized in the Event center. Hot food will be available after 20:00 on July 21st. In the map there will be places with drinking water, springs and streams, suitable for drinking. These places will be marked in the map with the sign "glass".

 

    14. Medical care.

At the event center will be constantly working a qualified first aid team.  In case of injury to the team member, other team members, as well as if necessary, members of other teams are obliged to report the accident to the organizers and do everything possible to promptly transport the injured to a medical aid point or hospital.

 

    15. Compulsory equipment.

  • The map and number for each participant are issued by the organizers.
  • SI card with wristband.
  • The switched off mobile phone with the charged accumulator providing working time not less than 24 hours, with the sim card, which phone number is inscribed in the application form and with the entered number of organizers for emergency communication.
  • Compass, watch, whistle.

Mobile phone numbers for emergency communication with the organizers will be imprinted on the participant's card, and also be issued in the start pack.

 

    16. Recommended equipment.

  • A flashlight with a power supply providing a glow throughout the dark time of the day (at least 12 hours)
  • A medical kit for first aid
  • An Isothermal Emergency blanket
  • A hydration system with a water or beverage reserv or at least 1.5 liters.
  • A reserv of carbohydrate-rich food.

 

    17. Recommendations and prohibitions.

During the competition, it’s FORBIDDEN to use for navigation any equipment (satellite navigation receivers, altimeters, pedometers, etc., including built-in phones and watches) except for the magnetic compass and conventional watches.

The use of electronic communications equipment including mobile (cellular) phones on the course is prohibited. Except for life-threatening situation that necessitates intervention.

If you find that the equipment of CP is damaged or destroyed, immediately contact the organizers.

 

    18. Registration, applications.

Preliminary applications for participation in competitions are submitted on July 12, 2018 inclusive, by filling in the registration form on www.kras-rogaining.ru

By registering, each team must provide the following information about each participant: Surname, name, gender, date of birth, the region that the participant represents, the number of its own SI card, or make a mark if there is a need to rent a card.

Each team must assign one of the team members to the team representative and specify contact e-mail and phone number.

    19. Entry fee and payment procedure.

Expenses for the organization, preparation and conduct of the competition, the award winners will be compensated at the expense of sponsorship and entry fees of participants.

The cost of renting an SI card (if necessary) is 150 rubles.

The entry fee of the team is the amount of the starting fees of all team members.

The entry fee includes a fee for participating in competitions, a map and other materials for each team member, hot meals during the competition and after the finish.

The entry fee and the cost of renting SI cards are paid by transferring money to the account of the organizers or in cash at the competition, the amount of the entry fee is determined by the terms of transfer or payment indicated in the table of «Starting fees».

Payment of the entry fee is made on the electronic registration portal of participants: REGISTRATION, PAYMENT.

 

    20. Prizes.

  • Teams-winners of the Russian Rogaining Championship in their categories, are awarded with medals, diplomas and prizes.
  • The title of the Russian Rogaining Championship 2018 is awarded to the team that took 1st place in each category.
  • Winners and prize-winners of the "Krasnoyarsk Rogaining" competitions are awarded with diplomas and medals.

 

    21. Organizers.

The organization of the competition is entrusted to the organizing committee of the competitions.
